GOVERNMENT OF PAKISTAN (REVENUE DIVISION) CENTRAL BOARD OF REVENUE ***** Islamabad, the 20th September, 2007. NOTIFICATION (CUSTOMS) S.R.O. 967 (I)/2007.- In exercise of the powers conferred by section 3 of the Customs Act, 1969 (IV of 1969), sections 30 and 31 of the Sales Tax Act,1990 and in supersession of its Notification No. S.R.O 41(I)/2000, dated the 1st February, 2000, the Central Board of Revenue is pleased to appoint- (1) the officers specified in column (2) of the Schedule below to be the Chief Collectors of Customs for the areas and functions specified in the corresponding column (3) thereof; (2) the officers specified in column (2) of the Schedule below to be the Collectors of Customs for the areas and functions specified in the corresponding column (3) thereof; and (3) the Additional Collectors, Deputy Collectors, Assistant Collectors, Principal Appraisers, Appraisers, Superintendents, Senior Auditors, Deputy Superintendents, Auditors, Inspectors of Preventive Services, Senior Preventive Officers, Preventive Officers, Examining Officers, Inspectors and the Ministerial staff, in the respective Chief Collector’s Secretariat, Custom Houses and the Collectorates, to be officers of Customs for those areas. Collector, (i) All containerized cargo clearance, routed through Model Customs PACCS in the erstwhile Civil Division of Karachi Collectorate of relating to import, temporary imports of all sorts PACCS, including imports under Notification No. S.R.O. Karachi. 1065(I)/2005, dated 20th October, 2005 and under the DTRE scheme and export of cargo, baggage, transit, transshipment and warehousing; and (ii) maintenance of centralized data regarding the particulars of survey certificates for imports through PACCS in the form and manner and to the extent as may be prescribed from time to time; 4. Collector, All matters including imports, temporary imports of all sorts Model Customs including imports under Notification No. S.R.O. Collectorate of 1065(I)/2005, dated 20th October, 2005, and under the Appraisement, DTRE scheme, transshipment, transit and warehousing, Custom House, the Port of Karachi and Off-Dock Containers Terminals, Karachi. licensing of clearing agents in the erstwhile Civil Division, Karachi, licensing of bonded carriers, public and private warehouses but excluding the work assigned to Model Customs Collectorate of PACCS, Karachi, Model Customs Collectorate of Preventive, Karachi, Model Customs Collectorate of Exports, Karachi and Model Customs Collectorate of Port Muhammad Bin Qasim, Karachi. 5. Collector, All matters relating to the following in the erstwhile Civil Model Customs Division of Karachi, Port of Karachi, Port Muhammad Bin Collectorate of Qasim and Quaid-e-Azam International Airport, Karachi Exports, but excluding the work assigned to the Model Customs Custom House, Collectorate of PACCS, Karachi, namely:- Karachi. (i) E.G.M. Section, Custom House; (ii) Export Rebate Section; (iii) Manufacturing Warehouses (Open Bonds Scheme);

(iv) Manufacturing Bond Group; (v) Industrial Survey Section; (vi) Export Processing Section, West Wharf; (vii) Export Processing Section, East Wharf; (viii) Export Processing Group, M.I. Yard; (ix) Export Processing Zone, Landhi; (x) Export Processing Group at the Quaid-e-Azam International Airport Karachi; and (xi) all other matters relating to export work. 6. Collector, (i) All matters relating to imports, temporary imports Model Customs of all sorts including imports under Notification No. Collectorate of S.R.O.1065(I)/2005, dated 20th October, 2005, Port and under the DTRE scheme, transshipment, Muhammad Bin transit and warehousing, Port Muhammad Bin Qasim, Qasim but excluding the work assigned to the Karachi. Model Customs Collectorate of PACCS, Karachi; and (ii) Anti-smuggling or preventive jurisdiction in areas along the coast from Port Qasim to Thatta up to the eastern tip of Pakistan-India border; 7. Collector, All matters relating to the following in the erstwhile Civil Model Customs Division of Karachi, the Port of Karachi including Fish Collectorate of Harbour, Postal Appraisement at GPO, Karachi, Ibrahim Preventive, Hydery, the Pakistan Customs Waters, Quaid-e-Azam Custom House, International Airport, Karachi, Faisal Airbase, Masroor Karachi. Airbase, Karachi, Lasbella District and Thatta District, ship clearance, boarding and rummaging, monitoring of gates including anti-smuggling and drug enforcement functions, licensing of shipping agents, ship chandeliers and stevedores, sealing and de-sealing of the cargo containers, namely:- (i) Preventive Divisions at East and West Wharves; (ii) Unaccompanied Baggage Sections at East and West wharves and N.M.B. Wharf; (iii) Passenger traffic at East and West wharves; (iv) anti-smuggling Organization; (v) Drug Enforcement Cell; (vi) Postal Appraisement Department; (vii) Duty Free Shops; (viii) Work at the Quaid-e-Azam International Airport, Karachi relating to imports, temporary imports of all sorts including imports under Notification No.S.R.O 1065(I)/2005 dated 20th October, 2005 and under the DTRE scheme, warehouses operated or owned by Airlines, accompanied or un-accompanied baggage, international

passenger traffic and related preventive work; (ix) Bulk oil imports; and (x) diplomatic bonded warehouses. 8. Collector, (i) Development and maintenance of National Model Historical Database & Planning (Intelligence Customs gathering), Client Accredition Programme,Traders Collectorate of Profiles and Records; Post (ii) audit of all Imports, Exports, Transshipment, Clearance Transit and Baggage in the case of goods cleared Audit, Custom from the Karachi Port, Port Muhammad Bin House, Qasim, Off-Dock Container Terminals and Quaid- Karachi. e-Azam International Airport, Karachi. (iii) audit of Duty Drawback and Refund claims in the case of goods cleared from the Karachi Port, Port Muhammad Bin Qasim, Off-Dock Container Terminals and Quaid-e-Azam International Airport, Karachi; and (iv) audit of all related Customs and other documents in the case of goods cleared from the Karachi Port, Port Muhammad Bin Qasim, Off-Dock Container Terminals and Quaid-e-Azam International Airport, Karachi. 9. Collector, All matters in the Province of Sind excluding the erstwhile Model Customs Civil Division of Karachi and anti-smuggling in district of Collectorate, Thatta, and the Ports of Keti Bunder, Shah Bunder and Hyderabad. Sokhi Bunder but including the following, namely:- (i) Hyderabad Dryport; (ii) the Nawabshah Airport; (iii) the Rohri Railway Station customs-station; (iv) the Hyderabad Railway Station customs-station; (v) the Ghotki Railway Station Customs-station; (vi) the Khokhrapar Customs-station; (vii) the Mirpur Mathelo Railway Station customs- station; and (viii) the Chhor customs-station. 10. Collector, All matters in the Province of Balochistan, and the Model Customs Provincially Administered Tribal Areas of Baluchistan Collectorate excluding Civil Districts of Gawadar, Kech, Panjgoor, Quetta. Lasbella and Awaran and including the following, namely:- (i) The customs-airports at Quetta; (ii) The Customs-port at Quetta. (iii) the customs-port at Chaman; (iv) the Taftan customs-station; (v) the Shaighalu customs-station; (vi) the Gabd customs-station;

(i) The customs-airport, Islamabad; (ii) the Gilgit customs-station; (iii) the Sust and Dih customs-station; (iv) the customs-port Chaklala, Rawalpindi; (v) General Post Office, Rawalpini; (vi) General Post Office, Islamabad; (vii) Duty Free Shops, Islamabad; (viii) Diplomatic bonded warehouses; and (ix) Islamabad Dryport, Margalla Railway station, Islamabad. 14. Collector, All matters in the erstwhile Civil Division of Lahore, Model Customs including the following, namely:- Collectorate, (i) Allama Iqbal International Airport,Lahore; Lahore. (ii) Container Freight station ,Thokar Niaz Baig,Lahore; (iii) Lahore Dryport Mughulpura; (iv) Lahore Railway Station; (v) Railway station Wagha; (vi) Land Customs station Wagha; (vii) Duty Free Shops; and (viii) GPO, Lahore. 15. Model Customs All matters in the erstwhile Civil Divisions of Dera Ghazi Collectorate, Khan, Bahawalpur and Multan including the following, Multan. namely:- (i) The customs-airport, Multan; (ii) the customs-port at Multan Railway Station; and (iii) the customs-port located at bypass, Bahawalpur Road, Multan; 16. Collector, All matters in the erstwhile Civil Division of Gujranwala, Model Customs including the following, namely:- Collectorate (i) The customs-port at Sambrial, Sialkot; Sambrial, (ii) duty free shops, Sialkot; Sialkot. (iii) General Post Office, Sialkot; and (iv) Customs Airport at Sambrial, Sialkot.

17. Collector, All matters in the erstwhile Civil Divisions of Sargodha and Model Customs Faisalabad, including the following, namely:- Collectorate, (i) The customs-airport, Faisalabad; Faisalabad. (ii) The customs port at Gatti Railway Station, Faisalabad; (iii) The Sargodha Airbase, Sargodha; (iv) The Rafiqui Airbase, Shor Kot; (v) General Post Office, Faisalabad; and (vi) Duty free shop, Faisalabad. 2.
