What changed

Each time FBR publishes a new consolidated version of a law, some sections appear and some disappear. These 68 pages compare each version with the one before it:489 sections added and 20 removed in total. A difference is only listed after checking the section is genuinely absent from the other version's text, not just laid out differently.
