Creation of new Customs Collectorates

S.R.O. 1066W/2021-In exercise of the powers conferred by section 3 of the Customs Act, 1969 (IV of 1969). and sections 30 and 31 of the Sales Tax Act, 1990, the Federal Board of Revenue is pleased to direct that the following amendments shall be made in its Notification No. S.R.O. 2301(1)/2022, dated the 22nd day of December, 2022, namely: - In the aforesaid Notification, in the Schedule, in column (1), - (a) For serial No 2 and corresponding entries thereof, in columns No. (2) and (3), the following shall be substituted, namely: - Chief Collector of 1. Collectorate of Customs Enforcement Custom Customs House, Karachi; Enforcement Collectorate of Customs Enforcement (Ports) (South), Custom House, Karachi; Custom House, Collectorate of Customs Enforcement, Ithuzdar Karachi. and Collectorate of Customs, Hyderabad 2A Chief Collector of Collectorate of Customs (Exports), Custom Customs Exports, House, Karachi; Custom House. Collectorate of Customs (Exports), Port Karachi. Muhammad Bin Qasim. Karachi; and Collectorate of Customs, Jinnah International Airport 0 IAP), Karachi."; (b) For serial No 3 and corresponding entries thereof, in columns No. (2) and (3), the following shall be substituted, namely: - Chief Collector of i. Collectorate of Customs Appraisement Quetta; Customs Collectorate of Customs Enforcement Quetta; Balochistan, Collectorate of Customs Appraisement Taftan; Custom House, and Quetta. iv. Collectorate of Customs Gwadar."; (c) For serial No 7 and corresponding entries thereof in columns No. (2) and (3), the following shall be substituted. namely: - Chief Collector of i. Collectorate of Customs Appraisement Peshawar; Customs Khyber Collectorate of Customs Appraisement Kohat; Pakhturtkhwa, Collectorate of Customs Enforcement. Peshawar; Custom House, iv. Collectorate of Customs Enforcement, D.I.Khan; Peshawar and

v. Customs Enforcement School (CES), Peshawar"; (d) For serial No 15 and corresponding entries thereof, in columns No. (2) and (3), the following shall be substituted, namely: - "15. Collector, The following matters of customs relating to the Collectorate of Civil Districts of Karachi Division (excluding BAP, Customs Faisal Airbase, Masroor Airbase, Karachi Port, Port Enforcement Muhammad Bin Qasim and SAPT), including Fish Custom House, harbor, Karachi, Ibrahim Flyderi, Baghan, Jaati and Karachi. Pakistan Customs - Waters; Anti-smuggling and all preventive functions in the above-mentioned areas including Thatta and Sajawal districts; Drug enforcement functions for whole civil division of Karachi (excluding Karachi Port, Port Muhammad Bin Qasim, SAPT and all off-dock terminals) and districts of Thatta and Sajawal and Pakistan Customs- Waters; concurrent jurisdiction for anti-smuggling and drug enforcement functions from Jiwani to Sir Creek; all matters related to diplomatic bonded warehouses, duty free shops and state warehouses in the Civil Division of Karachi and districts Thatta and Sajawal; central repository of all service related record and allied matters of Preventive staff; Matters related to Custom House Karachi; and All matter relating to the auction and disposal of goods I 5A Collector, The following matters of customs relating to the Collectorate of Karachi Port, SAPT, Port Muhammad Bin Qasim and Customs all off-dock terminals thereto; Enforcement (Ports) Ships boarding, rummaging and port Custom House, clearance including these functions at Port Karachi. Muhammad Bin Qasim; Drug enforcement functions at Karachi Port, SAPT, Port Muhammad Bin Qasim and all off-dock terminals Unaccompanied passenger or personal baggage arriving at Karachi Port, SAPT, Port Muhammad Bin Qasim and all off-dock terminals; licensing and regulation of shipping agents, ship chandeliers, stevedores; liquid bulk imports at Karachi port;

Port Control Unit at Karachi port, SAPT and PMBQ; Monitoring of Gates of ports and off dock terminals located within the Collectorate's territorial jurisdiction; and All matters relating to the auction and disposal of goods.-; (e) For serial No 24 and corresponding entries thereof in columns No. (2) and (3); the following shall be substituted, namely: - "24. Collector, i. All matters of Customs including export, imports. Collectorate of temporary imports of all sorts (excluding anti- Customs smuggling operations and transit trade) in the Appraisement, province of Balochistan (excluding Civil Quetta Divisions of Makran, Ralchshan and Civil Districts of Lasbella and Awaran) and including the following, namely: custom station Shaighalu; custom station Gulistan; custom station Chaman; custom station Badini/Nasai; custom station Zhob; custom station Anam Bostan: custom station Qamardin Karez; NLC Dry-port Quetta; Railway Dry-port, Quetta; Licensing of all type of Customs Clearing Agents/ Bonded Warehouse i.e. Private/ Manufacturing/ Public/Duty Free Shops /Diplomatic bonded warehouses; Duty Tax Remission for Export (DTRE); Export Processing Zone/Export Oriented Units; Issuance of user ID to all users of WeBOC excluding government agencies: Auction/Destruction of goods relating to the above stations; and vii Legacy issues of erstwhile MCC Quetta and Collectorate of Customs (Appraisement) Quetta. including financial securities, arrears or recovery and litigation. 24A Collector, (i) All matters of Customs including export, imports, Collectorate of temporary imports of all sorts (excluding anti- Customs smuggling operations and transit trade) in the Civil Appraisement. Division of Rakhshan of the Balochistan Province Tafian and including the following, namely: custom station Taftan; custom station Kachao; custom station Nokhund i; custom station Gaznali; custom station Dalbandin;

(1) custom station Katagar (Mashkhel); Licensing of Bonded Warehouse i.e. Private/ Manufacturing/ Public/Duty Free Shops / Diplomatic bonded warehouses; Duty Tax Remission for Export (DTRE); Export Processing Zone/Export Oriented Units; Issuance of user ID to all users of WeBOC excluding government agencies; and Auction/Destruction of goods relating to the above stations.-; and (0 For serial No 28 and corresponding entries thereof, in columns No. 2 and 3; the following shall be substituted, namely: - "28. Collector, All matters of Customs including export. imports, Collectorate of temporary imports of all sorts (excluding anti- Customs smuggling operations and transit trade) in the North Appraisement, KPK Province (including Civil Divisions of Peshawar Hazara. Malakand, Mardan & Peshawar), including the following customs stations: customs Dryport at Peshawar; Shabqadar customs station; Bakka Khel customs station; Customs Port at Azakhel; Container Freight Station Amangarh; (0 Shahi (Upper Dir) custom station; (8) Nawa Pass customs station; customs station NLC Terminal Jamrud; customs station Terimengal; customs station Shergarh; (k) customs station Khapakh; (I) customs station Arandu; customs station Shah Salem; container Freight Station (NLC) Amangarh; customs station lorkharn; Licensing of all type of Customs Clearing Agents/ Bonded Warehouse i.e. Private/Manufacturing/Public /duty Free Shops /Diplomatic bonded warehouses; Duty Tax Remission for Export (DTRE); Export Processing zone/Export Oriented Units; Issuance of user ID to users of WeBOC excluding government agencies; Auction and Destruction of goods relating to the above stations; and Legacy issues of erstwhile MCC Peshawar and Collectorate of Customs (Appraisement) Peshawar including financial securities, arrears or recovery and litigation. 28A Collector, I.
