NOTIFICATION

Islamabad, the 22nd September, 2000

S. R. O. 716 (I)/2000.-In pursuance of sub-rule (2) of rule 3 of the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973, the following method qualifications and other conditions are laid down for appointment to the under-mentioned posts in the Directorate of Research and Statistics, Central Board of Revenue, Revenue Division, Islamabad under the Ministry of Finance :-

METHOD OF APPOINTMENT

  1. The method of appointment to the posts shall be as under :-

Provided that if no suitable person (s) is available for promotion, the post or posts reserved for promotion shall be filled by initial appointment and failing that by transfer.

CONDITIONS FOR PROMOTION

  1. Promotion to the posts in column 2 below shall be made by selection from amongst the persons who hold the posts specified in column 3 on regular basis and fulfil the conditions of eligibility as prescribed in column 4.

QUALIFICATIONS, EXPERIENCE AND AGE LIMITS FOR INITIAL APPOINTMENT

  1. A candidate must possess the educational qualifications and experience and must be within the age limits mentioned against the post concerned in the Schedule to this Notification. In these Rules, unless there is anything repugnant in the subject or context :-

(i) “Experience” means the experience gained in a regular full-time paid job after obtaining the prescribed basic qualifications ;

(ii) Maximum age limit shall be relaxed in respect of the candidates specified, and to the extent indicated in the Initial Appointment to Civil Posts (Relaxation of Upper Age Limit) Rule. 1993, as amended from time to time ;

(iii) Eligibility of candidates shall be reckoned, as on the closing date fixed for the submission of applications, in accodance with these Recruitment Rules and the instructions issued by the Federal Government and the Federal Public Service Commission from time to time”.

QUALIFICATIONS/CONDITIONS FOR APPOINTMENT BY TRANSFER

  1. Appointment by transfer shall be made from amongst the persons holding appointment under the Government on a regular basis in the same basic pay scale or equivalent to or identical with the post to be filled provided the person concerned possesses the qualifications and experience prescribed for initial appointment or promotion to the post concerned.

PROBATION

  1. Persons appointed by promotion or initial appointment or transfer shall be on probation for a period of one year. This period may be curtailed for good and sufficient reasons to be recorded, or if considered necessary, it may be extended for a period not exceeding one year as may be prescribed at the time of appointment. Appointment on probation shall be subject to the provisions of section 6 of Civil Servants Act, 1973, read with Rule 21 of the Civil Servants (Appointment, Promotion and Transfer) Rule, 1973.

  2. This Notification issues with the concurrence of the Establishment Division vide O. Ms. No. 8/4/86-R-5, dated 22nd October, 1999, 16th September, [illegible] and the Federal Public Service Commission vide their letter No. F. 15-23/98-S dated 13-6-2000 and supersedes this Division/CBR’s Notification No. S. R. O. 1205 (I)/89, dated 12-12-1989.
