Notification under PSW Act, 2021

GOVERNMENT OF PAKISTAN MINISTRY OF FINANCE AND REVENUE (REVENUE DIVISION) ***** Islamabad, the 1 44June, 2071. NOTIFICATION S.R.0.7g9 (1)/2021.- (1) In exercise of the powers conferred under sub-section (1) of section 4 of the Pakistan Single Window Act, 2020 (Act III of 2020), hereinafter referred to as the Act, the Federal Government is pleased to constitute and confer powers upon the Governing Council of Pakistan Single Window, which shall comprise of the following, namely: - Federal Minister-in-Charge for Finance and Revenue as Chairperson; Secretary, Ministry of Commerce as Member; Secretary, Ministry of National Food Security and Research as Member; Secretary, Ministry of Maritime Affairs as Member; Secretary, Ministry of National Health Services, Regulation and Coordination as Member; Secretary, Ministry of Science and Technology as Member; Secretary, Ministry of Narcotics Control as Member; Additional Secretary (Economic Affairs), Prime Minister Secretariat as Member; Member Customs (Operations), Federal Board of Revenue as Member and Secretary to the Governing Council; and Chief Executive Officer of the Operating Entity as Member. In addition to above, four additional members who are specialists in areas related to international trade, logistics, information and communication technology and corporate governance shall be included from private sector upon recommendations of the Chairperson. The Governing Council shall perform such functions as are assigned to it under the Act or rules made thereunder. The Program Management Office, Pakistan Single Window shall be the ad interim Secretariat of the Governing Council. The Chairperson, Federal Board of Revenue

shall re-designate such posts from the existing cadre strength of Pakistan Customs Service as are necessary, to assist the Secretary to the Governing Council in discharge of the duties related to the Governing Council, until permanent arrangements in this regard are made. Required Committees shall be notified by the Secretariat with prior approval of the Chairperson from among members of the Governing Council, however, external experts can be co-opted where needed. The Governing Council may hire services of any third party for conducting any study or analysis related to Pakistan Single Window. There shall be at least four meetings in a year and not more than ninety days shall intervene between two successive meetings of the Governing Council. Pakistan Single Window allowance, excluding travelling expenses, payable to the Chairperson, Members or any other person under clause (a) of sub-section (4) of Section 7 of the Act shall not exceed, Rupees fifty thousand for participation in the meeting of the Governing Council or any of its Committee. Unless otherwise allocated by the Federal Government, the expenditure of the Governing Council including shall be met from the financial resources allocated to or raised by the Operating Entity subject to availability of required financial resources.
